As modern conflict increasingly depends on software, the ability to securely deliver and maintain technology, not just build it, has never been more critical to national security advantage. While commercial innovation is accelerating and acquisition pathways are improving, many software capabilities still take 12–18 months or longer to reach operational use, limiting their impact when it matters most.
